API reference

• CLI-first (stdlib only). Commands: add, pay, w9, checklist, export, health.
• `checklist` — reportability, blockers, penalty exposure, deadline alerts. Cron through January.
• `health` — liveness probe including a 0600-permission check on the vault database.
